COVID-19: Preventive measures steps up in the state

With more COVID-19 positive cases emerging in Nagaland state, the government and 
district administrations have stepped up preventive measures particularly in the
 quarantine centres. Concerned authorities have been carrying out sanitisation of various
 quarantine centres to control the spread of COVID-19. Meetings and trainings in regard
 to the present situation is being conducted in various districts as preparedness activity.
 New SOP for quarantine centres are also being issued by respective district administration.
 Meanwhile, civil organisations have appealed to the public and those in quarantine to follow
 strict protocol to contain the dreaded virus. Public have been asked not to panic but to
 continue using the preventive essentials like mask, sanitiser and social distancing for the
 safety of all. 
Kohima DISTRICT
Automatic body sanitiser installed at NLA
As part of its preparedness to facilitate the functioning of the Nagaland Legislative
 Assembly (NLA) secretariat in the COVID-19 pandemic situation, secretary NLA,
 Dr. P.J. Antony has informed that it has installed an automatic body sanitiser at its main
 entry door on May 27. According to DIPR report, the sanitiser developed by the
 Kudatech Skill Centre, Dimapur was set up along with the automatic hand sanitiser 
dispensers in the context of the series of meetings of the assembly committees scheduled
 during the coming days. The Public Accounts Committee (PAC) under the chairmanship
 of advisor, School Education, K.T. Sukhalu held its first meeting of the year in the assembly 
committee room on May 27.
Meriema quarantine centre sanitised by NDRF
One sub team of 12th Bn NDRF Doimukh, stationed at 4th NAP Thizama carried out
 sanitisation drive in view of COVID-19 at the premises of Meriema quarantine centre Kohima,
 to stop the spread of Coronavirus infection on May 27. A press release from 12th Bn NDRF
 Doimukh stated that, sub inspector K. P. Singh (team leader) briefed the people in
 quarantine about social distancing and personal behaviour. 
NDRF team sprayed sodium hypochlorite and water mixed solution in entire buildings
 of the quarantine centre at Meriema. Rescuers of 12th Bn NDRF sprayed the disinfectant 
by jet spray and motorized spray machines, fully equipped with their PPE.
 
State law & order situation report on COVID-19
State Emergency Operation Centre COVID-19 control room, Home department has issued
 the report on law & order across the state as on May 26.  According to DIPR report, joint
 secretary Hiazu Meru stated that, while remedial steps were taken against violations, 109
 vehicles were challaned  under MV Act and imposed fines of Rs, 15.400 (fifteen thousand
 four hundred). Further the report stated that, shops for food grains, groceries, medicine 
and milk were opened in all the districts. It is also said that, there was no report of any 
shortage of food grains, groceries, milk or medicine in the state. Further, the report stated
that, there was no restriction on movement of essential service providers like electricity,
 telecom facilities, medical facilities etc and personnel/workers in manufacturing units and
 commercial vehicles for distribution of essential commodities and e-commerce.
Suitable arrangements have been made for providing food and shelter to migrant workers
 affected by the COVID-19 restrictions. The report stated that from 2 (two) active relief 
shelters camps 15 (fifteen) persons were housed and from 2 (two) active food camps
 more than 1224 (one thousand two hundred twenty four) daily wagers/needy persons
were provided with food and dry rations by government and NGOs.
 
Mon DISTRICT
DC Mon informs on SOP for quarantine centres
Deputy commissioner Mon, Thavaseelan K has given the following SOP for all quarantine
 centres. According to DIPR report, the SOPs are: In every quarantine centre, police
 personnel, volunteers from KSU should be stationed at all times and timely updates to
be given to the officer-in-charge/convener, empowered group. They should ensure that 
quarantine protocols are being followed. Social distancing norms should be followed at
all times; Purchase and accommodation committee with the help of the war room and the
 civil societies shall coordinate with the parents and guardians of the returnees in regard
 to the mattresses and other essential items for use at the designated quarantine centre;
Purchase and accommodation committee shall also allot the rooms of the returnees and
ensure that the amenities such as bedding, gift hampers courtesy Beti Bachao Beti
 Padhao (BBBP) Mon and other essentials donated by NGOs/civil societies, pillows/bed
 sheets etc. are made available at the designated quarantine centre; Officer-in-charge 
shall ensure that all amenities and basic facilities are in place before the arrival of the
returnees; Officer-in-charge along with the reception and counseling committee shall
 receive the passengers on their arrival at the quarantine centres. A brief orientation
will be given by the officer-in-charge to the returnees regarding the rules and regulations 
to be followed at the quarantine centre; The contact details of the officer-in-charge, 
medical team, war room helpline, water/sanitation committee and meal schedules will 
pasted at all the centres; Officer-in-charge of the quarantine facility will coordinate with
 the various committees of the empowered group for COVID-19, Mon district in case 
emergencies and difficulties faced by the quarantined persons; Those quarantined
persons who are under mental stress and in need of counselling can contact the ANCA
 ( All Nagaland Counsellors’ Association) helpline number; Visitors are not allowed to
meet the residents of the quarantine centres under any circumstance; All waste to be
disposed off and burned in the waste pit within the quarantine centre; Protocols such
as use of masks, gloves, social distancing should be followed while delivering water, food etc.
 
Kiphire DISTRICT
Meeting of DTF members held in Kiphire
 
DTF members held a meeting on May 26 at DPDB hall with deputy commissioner Kiphire 
chairing the programme. 
According to DIPR report, while deliberating on returnees, Medical department advised that
 virus (COVID-19) incubation period was zero to a fortnight, so persons released from
 institutional quarantine should be followed by obligatory fortnight in home quarantine. 
It was decided that male returnees be sent to respective quarantine in Seyongchung 
and Pungro quarantine, and females to be placed at the institutional quarantine at Kiphire
 town. SP Erie Kajire thanked civil societies and public for co-operating with the department
 through which law and order situation in the district was smooth so far. 
As appraised by Veterinary department, the members decided to control free forms
 of kineticism of animals especially canines felines and poultries in town/villages, as a
 component of the quantifications taken in containment of COVID-19. 
An order is to be issued by administration to controlling it by way of chaining or caged.
 Owners, ward authorities/village authorities are to take responsibility. Supply department
 apprised that so far 13 villages under Pungro have distributed food grains from PMGKAY
 and normal supply will commence from May 27 onwards. 
Food grains are to be distributed to migrant workers under “Atma Nirbhar Bharat
 Programme”. So far, 52 persons have been identified out of 132 migrant workers as
reported by inspector, Supply department Kiphire. DC thanked the Medical, Police, 
subordinating officers and all the DTF members and civil societies for cooperation.
 
Phek DISTRICT
Training on sampling procedures and PPE
 
In view of COVID-19 pandemic, training on sampling procedures and donning and doffing
 of Personal Protection Equipment (PPE) was imparted to laboratory technicians and
 medical attendants of Phek district on May 26 at District Hospital Phek.
A press release by district media officer, NHM Phek informed that detailed training on 
the steps of sampling procedures and its guidelines were disseminated by the resource
persons Dr. Lanuakum, Dr. K. Kuotsu and Dr. Wethselo. 
Training on donning and doffing of PPE through demonstration was done by DH nurse 
Velulu.
The release said the training was necessitated as laboratory technicians and medical 
attendants play a vital role in containing COVID-19 outbreak.
